He has hands-on experience with GIS, SCADA, and other utility specific systems under UNIX and Windows, as well as internet and intranet integration. He has delivered a wide variety of IT solutions to large electric and gas utilities in the United States and Latin America.

Simplicity Itself — Founded Company 3 years ago to reinvent enterprise software delivery.
Logica Inc. — 5 years providing consulting and implementation services for electric and gas utilities.
Valmet Automation, Inc. — 4 years delivering integrated SCADA solutions to utilities worldwide.
Computadoras Para Medico — Founded company to sell patient information systems to doctors in the Dominican Republic. Organized and conducted seminars and workshops at the second largest hospital in the Dominican Republic.

Projects that Louis has completed in recent years include:

Business Case for GIS System Implementation. Updated a comprehensive business case for a GIS system implementation which spanned both gas and electric operations. The update included a review of the final project scope, associated implementation and support costs, and all process improvement and financial benefits resulting from the project. Detailed recommendations were developed to extend project benefits through additional system functionality enhancements and process improvements.

Enterprise Application Integration. Supplied Enterprise Application Integration consulting services for one of the largest electric utility customer choice initiatives in the United States. Defined a distributed, component-based framework to integrate new billing, CIS, metering, settlement, reconciliation components with legacy CIS (Customer One), MV-90, and various home grown applications. Successfully derived the first release of the integration model, consisting of the data flow, messages (ANSI X12 EDI and custom), and mapping for all the applications involved in Customer Choice. Promoted and deployed a project wide data catalog to simplify data level integration.

Enterprise Application Integration. Deployed an "Integration Hub" at a large electric utility in the Northeast to enable 16 different applications to communicate seamlessly using a hub and spoke architecture.

Software Consulting. Led effort to align IT systems with long-term business strategy for leading seismic interpretation and visualization software firm. In a compressed time frame, conducted reviews of more than 500k lines of code in the application suite. Developed a new, scalable architecture model that enabled clustering and 64-bit computing required for enterprise deployment.

Programming Expertise

Louis has worked in various platforms including but not limited to servers and workstations from IBM, HP, Sun, and various Intel-based products. He has practical experience with various wired and wireless metering devices, and several different Remote Terminal Units.

Louis has experience in Enterprise Application Integration (IBM MQSeries, Candle Roma, IBM WebSphere, BEA WebLogic, Microsoft Biztalk Server), Graphical Information Systems (ESRI ArcGIS 8, GE Smallworld v3, AutoCAD), Work Management (Logica WMIS), and SCADA (Sage OASyS 6.0).
