Tom has
more than 25 years of experience in serving the energy and telecommunications
industries. His professional history includes:
- LogicaCMG – 4 years in the sale, implementation,
and support of work management, scheduling, asset management, and mobile
workforce applications for the power utilities.
- MDSI – Mobile
Data Systems Inc – 3 years in providing
mobile workforce management systems and consulting services to electric,
gas, cable and telecommunications industries.
- CSC - Computer Science Corporation. – 11
years in providing project management and technology consulting for workforce
optimization systems to the utility sector.
- NYNEX – 8 years
managing installation and maintenance scheduling and dispatching operations,
as well as managing the daily activities of field technicians.
Recent Projects
Projects that Tom has developed and managed in recent years include:
- Outage Management Systems Evaluation for a Large
Electric & Gas
Utility. This project entails the analysis of an in-house
outage management system and processes developed in one region of the
company for deployment across the entire company. All existing
process flows for storm management activities were documented to determine
best practices. Additional analysis is required to determine that
if the existing outage system can be enhanced to support a common company-wide
outage management practice.
- Implementation of a Work Management, Scheduling
and Mobile Application for a Combined Gas and Electric Utility. Provided Project
management for the implementation and deployment of a wireless mobile
work management system. Conducted workshops to analyze and document
the current state work process and develop the future state work process.
Trained field personnel on the utilization of new mobile application.
Provided support for all implementation activitiesfor a scheduling and
work management system.
- Project Management for System Upgrade for
a Large Electric Utility. This
was a significant upgrade to the companies work management, scheduling,
mobile, and data warehouse systems. It was a critical implementation
that required extensive business consulting, testing, and "go-live" preparation
activities.
Previous Experience
Tom has extensive information services experience focused on client
management, business consulting, project management, and system implementation.
His focus has been on revenue generation and support activities, including
package selection, change management, and business transformation for Workforce
Optimization Systems. He is proficient in wireless mobile workforce
management systems and field force operations.
Throughout his career, Tom has performed large account management,
supporting fortune 500 companies in the utility industry. He has demonstrated
success in managing client expectations and relationships to improve satisfaction,
reduce risk, and ensure customer retention. Mr. Devine has also staffed
and managed account management and project teams that have achieved the following:
- The implementation of a turnkey workforce optimization system to manage
all special services technicians at Puerto Rico Telephone
- The generation of $14 MM in new business revenue from current client
base
- The implementation of a billing verification system and process changes
that resulted in greater billing accuracy and greater than 40% defect reduction.
- The development and deployment of a mobile decision support system
to manage the activity and productivity of field crews.
