Ed
is a Principal Consultant with Rich Consulting LLC. He has over 20
years of experience in serving the electric utility industry with specific
focus on technology applications for utility operations. His professional
history includes:
- Boston Edison / NStar – 17 years in the providing technology support
in Fossil and Nuclear Generation, Transmission and Distribution Planning,
and Distribution Operations
- M3I Systems / CGI Group – 5 years in providing
consulting and training services to utilities implementing Distribution
Network Management and Mobile Workforce Management Systems
Recent Projects
Projects that Ed has developed and managed in recent
years include:
- Implementation of an Electric Network Management
System, and Consolidation of a Dispatch Center. This effort consisted of evaluating the current dispatch
of field crews and recommending changes required to centralize the function
through the implementation of a new trouble response system. Several checkpoints
were performed evaluating the current daily operations and recommending future
improvements. The end result was the consolidation of three centers into
one resulting in fewer dispatch personnel and a safer, more efficient trouble
response.
- Business Process Trainer for Mobile Dispatch. This effort consisted
of working with utility operations personnel to evaluate current dispatch
practices and to develop means for improving field performance through improved
use of the mobile dispatch tool, and the implementation of process change
recommendations to accelerate field response.
- Dispatch Product Improvement. This effort consisted
of working with internal resources of a dispatch system provider to align
company personnel — developers,
testers and delivery personnel — with the dispatch processes commonly
used by utility operations personnel. This effort included a review of
typical utility dispatch and field services processes, the development
of corresponding test scenarios, and the integration of those scenarios
into the QC testing environment. In order to replicate in-service conditions,
the testing scenarios encompassed actual business processes the system
would support, as opposed to simple function testing that had been performed
under earlier QC requirements.
Previous Experience
Ed held a series of positions with Boston Edison
(later NStar) which addressed the application of new technologies to core
processes in virtually all operational areas: Fossil and Nuclear Generation,
Transmission and Distribution Planning, and Distribution Operations. The
diversity of assignments included: water management in fossil stations, radiation
monitoring, telecommunication network monitoring, transmission and distribution
planning, SCADA monitoring and control, and electrical distribution operations.
Some of his responsibilities included:
- Implementation of an Outage Management
System. Project responsibilities included the evaluation of the relevant
business processes, the development of a business case for the system investment,
formation and leadership of the project team, translation of relevant business
processes into functional system specifications, vendor evaluation and recommendation,
and project implementation. Reevaluated in the midst of a corporate merger,
the first phase of the project was implemented in less than one year.
- Supervisor of
Staff Developers. Supervised a staff of programmers in the development and
coding of more than a dozen various software projects at NStar. His responsibilities
included the development of specifications for the projects, software development,
and alignment of the programmed functionality to the project specifications.
- Technology Direction. Established the technology
direction for the electric delivery business. His work entailed the evaluation
of the support provided by the Mobile Dispatch, GIS, and Outage Management
Systems. His responsibilities included the development of recommendations
for upgrades and replacements of systems to improve overall business performance.
